What Is ISPM-15?
ISPM-15 is an international standard established by the International Plant Protection Convention (IPPC) that regulates wooden packaging materials used in international trade. The standard requires all wooden pallets, crates, dunnage, and spools to be either heat-treated or fumigated with methyl bromide and marked with the IPPC stamp.
Fumigation Requirements at RAK Ports
1. Wooden Packaging Materials
All wooden pallets, crates, boxes, and dunnage must bear the official IPPC mark showing treatment type (HT for heat treatment or MB for methyl bromide), country code, treatment facility code, and the IPPC logo. Containers arriving at RAK ports without proper ISPM-15 markings are subject to immediate hold and mandatory fumigation.
2. Fumigation of Non-Wooden Cargo
Certain cargo types may require fumigation regardless of packaging. These include agricultural products, grains, seeds, used machinery with soil residue, and goods originating from regions with known pest risks. The UAE Ministry of Climate Change and Environment (MOCCAE) determines which commodities require treatment based on origin and pest risk assessment.
3. Approved Fumigants
RAK Port authorities accept fumigation with approved chemicals applied by licensed operators. The most common fumigants used at RAK ports include methyl bromide for general container fumigation and structural treatments, phosphine (aluminium phosphide) for grain and agricultural commodities, and sulfuryl fluoride for certain structural and commodity treatments. All fumigation must be performed by MOCCAE-licensed pest control companies with certified fumigators.
4. Documentation Required
For every fumigated container, you must maintain a fumigation certificate issued by the licensed provider showing date and time of treatment, fumigant used and dosage applied, duration of exposure, temperature during treatment, gas concentration readings, container number and seal number, and operator name and licence number. This documentation must accompany the container through customs clearance.
Common Compliance Issues at RAK Ports
- Missing or Illegible IPPC Marks: Wooden packaging with faded or damaged stamps is treated as untreated.
- Expired Certificates: Fumigation certificates typically have a validity period. Ensure your container is cleared before the certificate expires.
- Incomplete Documentation: Missing concentration readings or operator signatures can result in rejection.
- Unaffixed Wood: Dunnage and bracing materials inside containers are often overlooked but must also comply with ISPM-15.
